RESTATING THE FACTS OF DETAIL REFORM

Dear BPPA members,
This letter is in response to the many questions
we have received concerning the detail reforms included in the
Transportation Bond Bill that has been sent to Governor Patrick’s
desk for his signature.
The BPPA has worked diligently on Beacon Hill to
protect our membership’s interests as this so-called detail
reform progressed. We have made every attempt to keep you updated
with the facts of this proposal as the bill progressed through
the Senate and the House. Despite those efforts, we have received
many questions from members expressing their concern about parts
of the bill that are just not accurate. Many of these questions
have been attributed to statements made by some uninformed and
uninvolved labor groups. It is easy to toss out emotional rhetoric,
point fingers, and get people all charged up over details, but
the real work of fighting for our members and protecting their
families on the Hill is not easy nor is it sensational. Whether
those statements have been made by misinformation or by fabrication,
the facts still stand.
The BPPA and their members have gained no advantage
during this debate but more importantly, we did not lose anything.
The BPPA has attempted to deal with the factual
record and not the fictional accounts you may have heard or read.
The facts are this; the legislature has approved and sent to the
Governor’s desk for his signature a transportation bond
bill that contains language that authorizes the Patrick administration
to promulgate regulations and guidelines to decide how and when
police details can be used on public works projects on roads under
state jurisdiction. As it stands right now this language would
have little to no effect on Boston Police details. However these
regulations could impact detail work on Mass. Highway and Mass.
Turnpike public works projects. The BPPA membership does not perform
many details where the Commonwealth of Massachusetts is the vendor.
For BPPA members, the language put forward, as an amendment by
Senator Tolman, specifically states that police details under
local authority (ordinances & by-laws) and collective bargaining
agreements are recognized and upheld. Boston Police details shall
remain much the same way they are right now.
The bill also adds clarification on two points.
First, that any regulations shall examine the actual costs of
the utilization of alternative personnel. (Prevailing wage). Secondly,
that a report that must be submitted by year’s end, detailing
the amount the commonwealth has paid for police traffic details.
The amended language calls for the report to separate and distinguish
municipal police details from state police details on these projects.
It shall identify separately the total amounts paid and the percentage
of the total cost of the project the police traffic detail work
represented.

All Police Officers or EMS personnel who responded
and worked in New York City after the attacks on September 11th,
2001, should register with the New York Workers Compensation Board.
The deadline to register is August 14, 2008.
Officers are entitled to physicals every year and
a half, with an Occupational Health Doctor. These Doctors will
look for illnesses and symptoms of illness specific to having
spent any length of time at Ground Zero, the Fresh Kills Land
Fill site, or the temporary morgue on the West Side of Manhattan.

To register with the New York State Workers Compensation
Board, a Notice of Participation form must be filled out. A copy
of the form can be obtained by accessing www.wcb.state.ny.us.
Proceed to Common Forms and click WTC12 and follow the directions.

Viewing Your Overtime
Hours Paid
Using the BPD Intranet Home Page
Police Department employees can now view their overtime hours
paid using the BPD Intranet Home Page. Below are the steps to
guide you through the process. If you have any questions or need
assistance please contact the Payroll Department at #343-4405.
Step 1: Login to the BPD Intranet Home Page
Step 2: Click “REPORTS” on the top menu
bar
Step 3: Click “FINANCE” on the second
menu bar
Step 4: Click “MY OVERTIME”.
Step 5: Enter the date ranges using the calendars
Step 6: Click Submit
Step 7: Print you report by using the tool bar print
tool.

BPPA Passes
The following passes are available at the BPPA offices
1. The New England Aquarium
2. The Children’s Museum
3. Zoo New England (Franklin Park & Stone Zoos)
4. Roger Williams Zoo
Every member of the BPPA (Police Officers, EMS,
and Cadets) is eligible for use of the passes.
Each member may receive up to four passes to the
Aquarium, Children’s Museum, and the Roger Williams Zoo.
The Zoo New England pass is good for up to six people per day
and must be returned after its use
