Communications

A reminder to all members that: “You cannot use a benefit to get out of being ordered on your day off”
The president re-iterated that the only Pharmacy refusing our members Blue Cross medical insurance is Walgreens. If there are any other problems please make us aware of it ASAP.
The President discussed the parking problem at Headquarters and reminded all that we have been informed by the department’s office of labor relations that there is no longer any authorized parking across the street from Headquarters in the ‘Madison Park High Lot’, AKA P-3 lot. The department’s labor relations forwarded a letter to the President & Vice President that states “At a recent informational meeting on January 19, 2011” (probably a typo, I’m sure they meant 2012) ”in Headquarters, the Unions attending were again informed that the department has never guaranteed any union or employee parking and would not be in the position to do so at this time or in the future.”
A Thank you was received and read into the minutes from Rita Foley and Danny Adams for all of the assistance and generous donations received from all of the BPPA members in supporting the ‘BPD Troops’ serving overseas.
A Thank you was received and read into the minutes from the City of Boston Community Rowing Inc. For our generous donation in assisting the program.
The Following Motion Was Time Sensitive
A motion by Nee 2nd by Kelly to donate $250 to the Boy Scouts of America Troop #28. The motion passed unopposed.

Grievance Committee Report
Presented By: Vice President Ron MacGillivray
Ron reported out that Officer David Williams has been terminated after a departmental trial board.
Ron led a discussion concerning the departmental interviews and so called re-interviews. He cautioned all representatives to insure that all members request any and all transcripts from previous interviews or any and all formal statements previously given by members to IAD or any investigator to insure that they can refresh their memory to the previous statements or testimony given. “It is only natural that one’s memory could be exhausted about what happened years ago”.

Legislative Report
It is reported out that there is zero funding for the ‘Quinn Bill’ within the Governor’s proposed budget. There was some discussion concerning filing a ‘Bill’ to support funding the ‘Quinn’, however, Jimmy Barry believes that the only possible way to get funding would be thru the budget process by filing amendments.

New Business
The President led a discussion in executive session.
The President then went on to discuss IAD investigations and interviews and stated “You must prepare for an IAD interview, the same way that you would prepare for a Court Case. You must document everything, review all documents and statements pertaining to the case prior to giving any interviews or follow up interviews, depositions or alike.”
There was further discussion about IAD insofar as not informing Officers that they are a subject of an investigation. Recently Officers have found out purely by accident that they do indeed have some sort of charges pending and or are the subject of an investigation when filing for their License to carry renewal. Apparently there is a question on the License to carry worksheet, that asks if you have “Any Complaints Or Charges Pending Against You?”, apparently that is interpreted by the department to also mean any charges pending in IAD, (not just criminal charges pending within a Court of Law which would actually have a legitimate effect on your ability to possess a firearms permit). By inadvertently answering this question incorrectly, you stand the possibility of being charged under the departments ‘LYING POLICY’. So please question IAD (and document the date and question) as to any pending charges prior to filing out your renewal application!
The President led a discussion concerning ‘Personal Days’ and our CBA benefits along with the use of those benefits.
There was a discussion concerning the department’s ‘Right of Assignment’ and the thinly veiled threats that are being issued over the use of membership benefits that are derived from the mutually agreed upon CBA. The discussion included, but was not limited to, the topic of the department transferring Officers as a punitive measure.
It is reported from the Harbor Unit, that the BFD Dive Team is attempting, by their recent actions, to take our work. There have been recent incidents where the BFD Dive Team has responded to calls for our work and refused to turn over the scene or leave when ordered to do so by the lawful authority of the Boston Police Officer on scene.
There was a recommendation by Representative John Conway concerning the Corporation that was discussed in executive session.
