The Massachusetts Legislature and Governor Patrick have refused to fund the state portion of the program known as the Quinn Bill. This programas you knowwas collectively bargainedwith the police unions and accepted by the local government. The funding for the incentive was shared with the state and city/town paying 50 percent each to the qualifying officer (certified by the Board of Higher Education). The BPPA is attempting to restore the state funding to the program at every session of the legislature. Rather, I amcommitted to the coreprinciple that it is the fundamen- tal responsibility of the federal government to ensure the security and safety of every American. In furtherance of this basic federal duty, I believe that we must make every effort at the federal level to provide assistance to our state and local governments in order to better make certain that our communities are equipped with the resources, personnel, and equipment they need to keep our citizens safe. Federal assistance is particularly vital at a time when our state and local governments are facing difficult and extended budgetary challenges. Rep.
